All Mobile County funding itemized in this report
is based on the passage of the 2000 Transportation Pay-As-You-Go Program
referendum to be voted on by the voters of Mobile County on November 7,
2000. |
PROGRAM SUMMARY: The Program Summary sheets
indicate the Project Number, Road Name, Begin Project, End Project, Length
(rounded to the nearest 0.1 mile), Functional Classification, Estimated Cost,
and Type of Work for each project. The last two sheets of this summary have
explanations for what the abbreviations mean and also have special notes about
funding agreements for any particular project. The County Commission
selected ten (10) County Wide Projects to benefit the entire County. Five of
the County Wide projects have Federal Funds matched by Pay-As-You-Go Funds and
the other five (5) are funded totally with Pay-As-You-Go Funds. The total
Mobile County 2000 Transportation Pay-As-You-Go Funds used for the County Wid '
e Projects is $15,000,000, the total State Funds is $1,4000,000 and the total
Federal Funds is $31,200,000, for a total of $47,600,000. The estimated cost
shown for each project includes the construction cost, the professional
engineering design, construction quality assurance, the preliminary and
construction testing for materials to be used in each project, right-of-way
acquisition cost, utility relocation cost, and administration cost for the
Program.
COUNTY WIDE PROJECTS
As in the past, the
County Wide Projects were again selected for their benefits to the total County
regardless of the County Commission Districts. They are numbered MCR-2000-001
to MCR-2000-010.
Project 001 includes the construction of a new
road (McDonald Road Relocation) from a new Interstate 1-1 0 Interchange, that
the Alabama Department of Transportation will construct just east of McDonald
Road, south to Half Mile Road at its intersection with Padgett Switch Road
South. This new road will include a bridge over U.S. Hwy 90 and the CSX
Railroad track. This Project will be funded with 80% Federal Funds, 10% State
Funds and 10% County 2000 Transportation Pay-As-You-Go Funds.
Project
002 includes three (3) road segments. The first segment includes increasing
the number,of travel lanes for Hillcrest Road, from Halls Mill Creek to its
intersection with a new segment of road referenced as Nevius Road Extension. It
also includes the construction of this new segment of Nevius Road Extension,
from Hillcrest Road to Bush Lane. It further includes the increase in the
number of travel lanes for Nevius Road, from Bush Lane to U.S. Hwy 90. A
portion of the project was partially funded in the 1996 Transportation
Pay-As-You-Go Program. The Hilicrest Road portion of this project will be
funded with 80% Federal Funds and 20% County 2000 Transportation Pay-As-You-Go
Funds. The new road and additional lanes to the existing portions of Nevius
Road will be funded by using County 1996 and 2000 Transportation Pay-AsYou-Go
Funds.
Project 003 includes increasing the number of travel lanes
for Schillinger Road from Howell's Ferry Road to U.S. Hwy 98 (Moffeft Road).
This project will include a bridge over the Illinois Central Railroad track.
This project will be funded with 80% Federal Funds and 20% County 2000
Transportation Pay-As-You-Go Funds.
Project 004 includes the
increasing in the number of travel lanes for Old Shell Road from Hilicrest Road
to Schillinger Road. This project was listed in the 1996 Pay-As-You-Go Program,
but is now just beginning design and increased funding is needed to complete
the project. This Project will be funded with 80% Federal Funds and 20% County
1996 and 2000 Transportation Pay-As-You-Go Funds.
Project 005
includes the increasing in the number of travel lanes for Airport Boulevard
from Flave Pierce Road to Snow Road. This project will be funded with 80%
Federal Funds and 20% County 2000 Transportation Pay-As-You-Go
Funds.
Project 006 includes the construction of two (2) new road
segments. One segment will extend Grelot Road, from Leroy Stevens Road to Dawes
Road. The other segment will construct a new road (Airport Connector), from
Airport Boulevard to its intersection with Dawes Road and Grelot Road
extension. This project will be totally funded with County 2000 Transportation
Pay-As-YouGo Funds.
Project 007 includes the adding of turn lanes
on Celeste Road from the City Limits of Saraland to Salco Road. This project
will be totally funded with County 2000 Transportation Pay-As-You-Go Funds.
Project 008 includes the widening and resurfacing of Sollie Road
from Coftage Hill Road to Three Notch Road. This project will be totally funded
with County 2000 Transportation Pay-As-You-Go Funds.
Project 009
includes the widening and resurfacing of Wilmer-Georgetown Road from Loft Road
to U.S. Hwy 98 (Moffeft Rd). This project will be totally funded with County
2000 Transportation Pay-As-You-Go Funds.
Project 010 includes the
widening and resurfacing of Salco Rd E and Salco Rd W from U.S. Hwy 43 to
Celeste Rd. This project will be totally funded with County 2000 Transportation
Pay-As-You-Go Funds.

MCR-2000-100 Projects - These are projects that will
be constructed within the boundaries of County Commission District One and will
be funded with $15,000,000 Mobile County 2000 Transportation Pay-As-You-Go
Funds.
MCR-2000-200 Projects - These are projects that will be
constructed within the boundaries of County Commission District Two and will be
funded with $15,000,000 Mobile County 2000 Transportation Pay-As-You-Go
Funds.
MCR-2000-300 Projects - These are projects that will be
constructed within the boundaries of County Commission District One and will be
funded with $15,000,000 Mobile County 2000 Transportation Pay-As-You-Go
Funds.

road in the project and the vicinity around each road included in that project.
Each map has a brief description of the type of work, including any special
