2004 TRANSPORTATION PAY-AS-YOU-GO PROGRAM
INTRODUCTION


The MOBILE COUNTY COMMISSION directed the Mobile County Engineering Department to prepare this Engineering Report for the 2004 Transportation Pay-As-You-Go-Program.

All Mobile County 2004 Transportation Pay-As-You-Go-Program funding itemized in this report is based on the passage of the 2004 Transportation Pay-As-You-Go-Program referendum to be voted on by the voters of Mobile County on November 2, 2004.

PROGRAM SUMMARY

The Program Summary sheets indicate the Project Number, Road Name(s), Begin Project, End Project, Length (rounded to the nearest 0.1 mile), Functional Classification, Type of Work and total cost estimated for the design and construction of each project. The estimated cost shown for each project included the construction, professional engineering design, construction quality assurance, preliminary and construction geotechnical reports for materials to be used in each project, right-of-way acquisition, utility relocation, and administration for the Program.

COUNTY WIDE PROJECTS

The County Wide Projects are selected by the Commission for their benefit to the entire County regardless of which County Commission District in which they are located.

DESCRIPTION AND FUNDING FOR EACH PROJECT

Project 001 (McDonald Road Reloc.) Includes the construction of a new four-lane divided road from the intersection of Half Mile Road and Padgett Switch Road north to U.S. 90. This new road will include a bridge over U.S. 90 and the CSX railroad track. This project will be funded with 80% Federal Funds and 20% by a combination of County 2000 and 2004 Transportation Pay-As-You-Go Funds.

Project 002 (Hillcrest Road) includes the widening to five lanes of the existing section of Hillcrest Road, from the south end of the existing five land section just north of Halls Mill Creek south to Three Notch Road. This project will include a new bridge over Halls Mill Creek. This project will be funded with 80% Federal Funds and 20% by a combination of County 2000 and 2004 Transportation Pay-As-You-Go Funds.

Project 003 (Industrial Parkway/Schillinger Road) includes the construction of a new road from U.S. 45 to Lott Road. It will include a four lane divided extension of Industrial Parkway Extension from U.S. 45 to Schillinger Road North and a five lane section from Industrial Parkway Extension South to Lott Road. This project will be funded with 90% Federal Funds and 10% by a combination of County 1992, 1996, and 2004 Transportation Pay-As-You-Go Funds.

Project 004 (Old Shell Road) includes the widening to five lanes of the existing section of Old Shell Road from Hillcrest Road to Schillinger Road. This project will be funded with 80% Federal Funds and 20% County by a combination of 1996, 2000, and 2004 Transportation Pay-As-You-Go Funds.

Project 005 (Airport Boulevard) includes the widening to five lanes of the existing section of Airport Boulevard from Flave Pierce Road to Snow Road. This project will be funded with 80% Federal Funds and 20% by a combination of County 2000 and 2004 Transportation Pay-As-You-Go Funds.

Project 006 (Airport Connector & Grelot Road) includes the construction of two (2) new road segments. A new two lane road will be constructed to extend Grelot Road from Leroy Stevens Road to Dawes Road. A new two lane road will be constructed from Grelot Road north to Airport Boulevard. Intersection improvements will be constructed at Dawes Road and Grelot Road intersection. This project will be funded with a combination of County 2000 and 2004 Transportation Pay-As-You-Go Funds.

Project 007 (Cottage Hill Rd) includes the widening to five lanes of the existing section of Cottage Hill Road from Schillinger Road to Dawes Road. This project will be funded with County 2004 Transportation Pay-As-You-Go Funds.

Project 008 (Cody Road) includes the widening to three lanes of the existing two lane section of Cody Road from Pine Run Road to Cottage Hill Road. This project will be funded with County 2004 Transportation Pay-As-You-Go Funds.

Project 009 (Hillcrest Connector) Alternate A includes the construction of a new road from Bush Lane to Hillcrest Road and the adding of additional lanes to the section of Nevius Road from Bush Lane to the west end of the existing four lane section. Alternate B includes the construction of a new road from U.S. 90 to Hillcrest Road and the addition of turn lanes on U.S. 90 at its intersection with U.S. 90. This project will be funded with County 2004 Transportation Pay-As-You-Go Funds.

Project 010 (Lott Road) includes the paving of the existing dirt road section of Lott Road from Prine Road to Brown Blankinchip Road. This project will be funded with County 2004 Transportation Pay-As-You-Go Funds.

COMMISSION DISTRICT PROJECTS

MCR-2004-100 Projects - These are projects that will be constructed within the boundaries of County Commission District One and will be funded with $16,250,000 Mobile County 2004 Transportation Pay-As-You-Go Funds. Project MCR-2004-101, City of Mobile Hope VI Project, includes the construction funding for the wearing surface only for the streets for the Federally Funded Housing Program. The Administration of the design and construction of this project will be performed by the City of Mobile Housing Authority. The project will be funded by the City of Mobile Housing Authority with reimbursement by the 2004 Transportation Pay-As-You-Go Program Funds on a road by road basis with a maximum reimbursement of $750,000. Project MCR-2004-102, City of Prichard Hope VI Project, includes the construction funding for several streets for the Federally Funded Housing Program. The Administration of the design and construction of this project will be performed by the Prichard Housing Authority. The project will be funded by the Prichard Housing Authority with reimbursement by the 2004 Transportation Pay-As-You-Go Funds on a road by road basis with a maximum reimbursement of $350,000.

MCR-2004-200 Projects - These are projects that will be constructed within the boundaries of County Commission District Two and will be funded with $16,250,000 Mobile County 2004 Transportation Pay-As-You-Go Funds. Project MCR-2004-201 includes the resurfacing of many streets in the City of Mobile. The Administration of the design and construction of this project will be performed by the City of Mobile's Engineering Department. The project will be funded by the City of Mobile with reimbursement by the 2004 Transportation Pay-As-You-Go Funds on a road by road basis with a maximum reimbursement of $2,470,000.

MCR-2004-300 Projects - These are projects that will be constructed within the boundaries of County Commission District Three and will be funded with $16,250,000 Mobile County 2004 Transportation Pay-As-You-Go Funds. Project MCR-2004-301 includes the resurfacing of many streets in the City of Mobile. The Administration of the design and construction of this project will be performed by the City of Mobile's Engineering Department. The project will be funded by the City of Mobile with reimbursement by the 2004 Transportation Pay-As-You-Go Funds on a road by road basis with a maximum reimbursement of $317,000.




TYPE OF WORK DEFINITIONS
ADL: ADDITIONAL LANES - This may include clearing, grubbing, grade, drain, base, pave, patching, leveling, milling, resurfacing, shoulder work, traffic control installation, intersection improvements, drainage improvements, utility relocations, and right-of-way, and/or drainage easement acquisitions, and any other work necessary for the completion of the project.
W&R: WIDENING AND RESURFACING - This may include widening of existing pavement, patching, leveling, milling, resurfacing, shoulder work, paving of a portion of the shoulder, traffic control installation, intersection improvements, utility relocation, and right-of-way and/or drainage easement acquisitions, and any other work necessary for the completion of the project.
R: RESURFACE - This may include patching, leveling, milling, resurfacing of the existing width of paved road, minor drainage improvements, traffic control installation, utility relocations, intersection improvements, and right-of-way and/or drainage acquisitions, and any other work necessary for the completion of the project.
GDBP: GRADE, DRAIN, BASE & PAVE - This may include clearing, grubbing, grade, drain, base, pave, guardrail, intersection improvements, pavement markings, utility relocations, and right-of-way and/or drainage easement acquisitions, and any other work necessary for the completion of the project.
BR: BRIDGE - This may include clearing, grubbing, removal of old bridge, grade, drain, base, pave, new bridge, pavement marking, utility relocation, and right-of-way, and any other work necessary for the completion of the project.
WSO: WEARING SURFACE ONLY - This may include the asphalt material and the labor and equipment to install the asphalt wearing surface only.
