2008 TRANSPORTATION PAY-AS-YOU-GO PROGRAM
INTRODUCTION


The MOBILE COUNTY COMMISSION directed the Mobile County Engineering Department to prepare this Engineering Report for the proposed 2008 Transportation Pay-As-You-Go-Program.

All Mobile County 2008 Transportation Pay-As-You-Go-Program funding itemized in this report is based on the passage of the 2008 Transportation Pay-As-You-Go-Program referendum to be voted on by the voters of Mobile County on November 4, 2008.

PROGRAM SUMMARY

The Program Summary sheets indicate the Project Number, Road Name(s), Begin Project, End Project, Length (rounded to the nearest 0.1 mile), Type of Work and Estimated Total Cost of each project. The estimated cost shown for each project includes the construction, professional engineering design, construction quality assurance, preliminary and construction geotechnical reports for materials to be used in each project, right-of-way acquisition, utility relocations including but not limited to water lines and appurtenances located inside of all public right-of-way, and administration for the Program.

COUNTY WIDE PROJECTS

The County Wide Projects (MCR-2008-000 series) are selected by the Commission for their benefit to the entire County regardless of which County Commission District they are located.

DESCRIPTION AND FUNDING FOR EACH PROJECT

Project MCR-2008-001 (Theodore Dawes Road / Schillinger Road S) includes the widening of the existing section to five lanes from Old Pascagoula Road to Three Notch Road. This project will be funded with a combination of State Funds and 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-002 (Schillinger Road South) includes the widening of the existing section to five lanes from Three Notch Road to 0.2 miles south of Halls Mill Creek. This project will be funded with a combination of State Funds and 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-003 (Schillinger Road South) includes the widening of the existing section to five lanes from 0.2 miles south of Halls Mill Creek to Cottage Hill Road. This project will include a new bridge over Halls Mill Creek. This project will be funded with a combination of State Funds and 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-004 (Schillinger Road North) includes the widening of the existing section to five lanes from Howells Ferry Road to U.S. 98 (Moffett Road). This project will include a new bridge at the ICG Railroad Tracks. This project will be funded with a combination of Federal Funds and 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-005 (Schillinger Road North) includes the widening of the existing section to five lanes from U.S. 98 (Moffett Road) to S.R. 217 (Lott Road). This project includes a new bridge at Douglas Branch and at Red Creek. This project will be funded with a combination of Federal Funds and 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-006 (Airport Boulevard) includes the resurfacing of the existing section of the road from Snow Road to the State Line. This project will be funded with a combination of 2008 Pay-As-You-Go Funds and Federal Funds.

Project MCR-2008-007 (West Coy Smith Highway Intersection Improvements) includes intersection improvements including turn lanes at Sam Lewis Road, Patillo Road, and Red Fox Road. This project will be funded with 2008 Transportation Pay-As-You-Go Funds..

Project MCR-2008-008 (Howells Ferry Road) includes the resurfacing of the existing section of road from Cody Road to Snow Road. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-009 (McCrary Road) includes the resurfacing of the existing section of road from U.S. 98 (Moffett Road) to S. R. 217 (Lott Road). This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-010 (Walter Moore Road) includes the resurfacing of the existing section of road from Celeste Road to Army Road. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-011 (Hamilton Boulevard) includes the resurfacing of the existing section of road from S. R. 193 (Rangeline Road) to U.S. 90. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-012 (Ben Hamilton Road) includes the widening and resurfacing of the existing section of road from Dawes Road to Three Notch Road. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

COMMISSION DISTRICT PROJECTS

DESCRIPTION AND FUNDING FOR EACH PROJECT

MCR-2008-100 Series Projects - These projects will be constructed within the boundaries of County Commission District One and will be funded with $3,000,000 from the Mobile County 2008 Transportation Pay-As-You-Go Program. MCR-2008-101 includes the resurfacing of various streets in the City of Mobile. The administration of the design and construction of this project will be performed by the City of Mobile's Engineering Department. This project will be funded by the City of Mobile with remibursement from the 2008 Transportation Pay-As-You-Go Funds on a road by road basis with a maximum reimbursable amount of $800,000. MCR-2008-102 thru MCR-2008-108 are projects that are located in various other municipalities. The administration of the design and construction of these projects will be performed by the County Engineering Department.

MCR-2008-200 Series Projects - These projects will be constructed within the boundaries of County Commission District Two and will be funded with $3,000,000 from the Mobile County 2008 Transportation Pay-As-You-Go Program. MCR-2008-201 includes the resurfacing of many streets in the City of Mobile. The administration of the design and construction of this project will be performed by the City of Mobile's Engineering Department. The project will be funded by the City of Mobile with remibursement from the 2008 Transportation Pay-As-You-Go Funds on a road by road basis, with a maximum reimbursement of $350,000. MCR-2008-202 thru MCR-2008-205 are projects that will pave or resurface several existing County maintained roads. The administration of the design and construction of these projects will be performed by the County Engineering Department.

MCR-2008-300 Series Projects - These projects will be constructed within the boundaries of County Commission District Three and will be funded with $3,000,000 from the Mobile County 2008 Transportation Pay-As-You-Go Program. MCR-2008-301 includes the paving and resurfacing of many streets in the City of Mobile. The administration of the design and construction of this project will be performed by the City of Mobile's Engineering Department. The project will be funded by the City of Mobile with reimbursement from the 2008 Transportation Pay-As-You-Go Funds on a road by road basis, with a maximum reimbursement of $530,000. MCR-2008-302 and MCR-2008-303 are projects in the City of Bayou La Batre and the Town of Dauphin Island respectively. The administration of the design and construction of these projects will be performed by the County Engineering Department. MCR-2008-304 thru MCR-2008-307 are projects that will pave several existing County maintained dirt roads. The administration of the Design and Construction of these projects will be performed by the County Engineering Department.

COMPLETION OF THE 2000 PAY-AS-YOU-GO PROGRAM

The completion of the 2000 Transportation Pay-As-You-Go Projects (MCR-2008-400 series) are projects that were approved to be funded in the 2000 Transportation Pay-As-You-Go Program. The remaining cost for these projects will be funded from the Mobile County 2008 Transportation Pay-As-You-Go Program. The administration of the Design and Construction of these projects will be performed by the County Engineering Department.

DESCRIPTION AND FUNDING FOR EACH PROJECT

Project MCR-2008-401 (Old Shell Road, formerly MCR-2000-004) includes the widening of the existing section of road to five lanes from Hillcrest Road to Schillinger Road. This project will be funded with a combination of Federal Funds and the 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-402 (Pine Street, Pine Street E, Joyce Avenue, Haggerty Lane, St. Johns Drive N, and St. Johns Drive S, formerly MCR-2000-109) includes the paving of these existing county maintained roads. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-403 (Lisa Drive, Miller Drive, Racelia Drive, Miller Circle S, Miller Circle W, and J.C. Maples Road, formerlyl MCR-2000-110) includes the paving of these existing county maintained roads. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-404 (Weaver Road E and Richie Road, formerly MCR-2000-114) includes the paving of these existing county maintained roads. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-405 (Hill Street, Allen Street, Patrick Road, Wallace Road, Roberts Road N, Roberts Road W, Stalworth Street, Frank Williams Street, Sims Street, formerly MCR-2000-115) includes the paving of these existing county maintained roads. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-406 (Cleborne Road and Byrd Cemetery Road, formerly MCR-2000-204) includes the paving of these existing county maintained roads. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

Project MCR-2008-407 (Fernland Road and Nelson Road, formerly MCR-2000-308) includes the widening, resurfacing and drainage outfall improvements to Fernland Road and the paving of Nelson Road. Both of these are existing county maintained roads. This project will be funded with 2008 Transportation Pay-As-You-Go Funds.

JOINT IMPROVEMENT PROJECT

The Joint Improvment Project (MCR-2008-500 series) is a joint improvement project with a private developer on a matching fund basis. The County's share of the match will be funded from the Mobile County 2008 Transportation Pay-As-You-Go Program. The administration of the Design and Construction of this project will be performed by the County Engineering Department.

DESCRIPTION AND FUNDING FOR THIS PROJECT

Project MCR-2008-501 (Salt Aire Road) includes the widening and resurfacing of the existing section of road from S.R. 193 (Dauphin Island Parkway) to 0.9 miles east of S.R. 193 (Dauphin Island Parkway). This project will be funded with 2008 Transportation Pay-As-You-Go Funds as a match with private funds.

ADL: ADDITIONAL LANES: This may include clearing, grubbing, grade, drain, base, pave, patching, leveling, milling, resurfacing, shoulder work, traffic control installation, intersection improvements, drainage improvements, utility relocations including but not limited to water lines and appurtenances located inside of all public right-of-way, right-of-way and/or easement acquisitions, and any other work necessary for the completion of the project.
W&R: WIDENING AND RESURFACING: This may include clearing, widening of existing pavement, patching, leveling, milling, resurfacing, shoulder work, paving of a portion of the shoulder, traffic control installation, intersection improvements, drainage improvements, utility relocations including but not limited to water lines and appurtenances located inside of all public right-of-way, right-of-way and/or easement acquisitions, and any other work necessary for the completion of the project.
R: RESURFACING: This may include clearing, patching, leveling, milling, resurfacing of the existing width of paved road, paving a portion of the shoulder, minor drainage improvements, traffic control installation, utility relocations including but not limited to water lines and appurtenances located inside of all public right-of-way, intersection improvements, right-of-way and/or easement acquisitions, and any other work necessary for the completion of the project.
GDBP: GRADE, DRAIN, BASE & PAVE: This may include clearing, grubbing, grade, drain, base, pave, guardrail, intersection improvements, traffic control installation, utility relocations including but not limited to water lines and appurtenances located inside of all public right-of-way, right-of-way and/or easement acquisitions, and any other work necessary for the completion of the project.
BR: BRIDGE: This may include clearing, grubbing, removal of old bridge, grade, drain, base, pave, new bridge, traffic control installation, utility relocations including but not limited to water lines and appurtenances located inside of all public right-of-way , right-of-way and/or easement acquisitions, and any other work necessary for the completion of the project.
INT IMP INTERSECTION IMPROVEMENTS : This may include clearing, grubbing, grade, drain, base, pave,guardrail, traffic control installation, utility relocations including but not limited to water lines and appurtenances located inside of all public right-of-way, right-of-way and/or easement acquisitions, and any other work necessary for the completion of the project.
