The Pay As You Go Program:

INTRODUCTION

This Preliminary Engineering Report for the 1996 Pay As You Go Program was prepared at the direction of the MOBILE COUNTY COMMISSION by the Mobile County Engineering Department. This report consists of three segments: Program Funds, Program Summary, and Project Details. A brief description of the information included in each segment follows:

PROGRAM FUNDS:
The Program Funds segment indicates the amount of Funding each Governmental Agency involved in this Program will share in the total Program Funding.

PROGRAM SUMMARY:
The Program Summary segment indicates each project in the Program by Project Name and Project Number. This segment also indicates the limits of the projects, the type work to be performed, and an estimated cost. The abbreviations used for the type work are further itemized below each table. Some of the projects will have a special note indicating which agency will administer the project and the share of funds that each agency will provide. These notes are also described below each table.

The project numbers are set in Groups. The MCR-4996-000 Group of Projects includes nine projects that are considered to be County Wide projects. This means that these projects have been chosen because of their need for the good of the entire County's growth and progress, regardless of County Commission district. A total of $15 million of 1996 County Pay As You Go funds have been allocated by the County Commission to fund these nine projects. The first project in this program will match federal funds for Phase II of the Schillinger Road North, (Project MCR-4992-001) from Lott Road to Highway 45. Phase I of that project has not yet started construction due to environmental difficulties, but construction should start within the next two years. Phase II will follow soon after Phase I and the funds placed in the Program will match funds in the 1992 Pay As You Go Program to complete this much needed connection.

The next three projects in the 000 Group are projects that will modify existing two-lane roads into five-lane roadways which will enable the traveling public access from areas in the city limits to the five-lane portions of Schillinger Road. These three projects include: Cottage Hill Road from Cody Road to Schillinger Road, Old Shell Road from Hillcrest Road to Schillinger Road, and Grelot Road from Cody Road to Schillinger Road. All of these projects will be funded with 80% federal funds and 20% 1996 Pay As You Go Funds. In the 1992 Program, County wide funds were set up to construct the Urban Loop, one of which is under construction now, and some of which will be started in the near future. These four projects will continue the much needed major corridor type construction which will allow people to use this Urban Loop.

The five remaining projects in the County Wide 000 Group are all funded with 100% County 1996 Pay As You Go Funds. These projects are: The extension of Highpoint Boulevard from Lott Road to U.S. Highway 45 with a two-lane roadway, including the paving of Bellcase Road; the five-laning of Three notch Road from General Road to Schillinger Road; the construction of a new two-lane extension of Grelot Road from Schillinger Road to join Leroy Stevens Road at the intersection of Jeff Hamilton Road Extension, and the paving of that portion of Jeff Hamilton Extension from Leroy Stevens Road to Dawes Road; the two lane extension of Nevius Road from the present end of Nevius Road at Bush Land to Hillcrest Road, and the widening and resurfacing of the existing two-lane section of Nevius Road from Oak Ridge Ave. to Bush Lane. The last County Wide project, which will be funded with 1996 County Pay As You Go Funds, is the construction of a new two-lane roadway, including the installation of water and sewer mains, extending 2.5 miles west from the existing end of pavement of Bienville Boulevard on Dauphin Island.

All nine County Wide projects will be complete with a total of $11,200,000 of Federal Funds and $15 Million of County Pay As You Go funds, for a total cost of $26,200,000.

The County Commission District One (MCR-4996-100) Group of Projects includes several projects in the unincorporated portions of District One and at least one project in each of the following Municipalities: Chickasaw, Citronelle, Creola, Mobile, Mt. Vernon, Prichard, Saraland, and Satsuma. This Group of Projects will be funded by $15,000,000 of Mobile County 1996 Pay As You Go Program Funds.

The County Commission District Two (MCR-4996-200) Group of Projects includes several projects in the unincorporated portions of District Two and one project in the City of Mobile. This Group of Projects will be funded by $15,000,000 of Mobile County 1996 Pay As You Go Program Funds.

The County Commission District Three (MCR-4996-300) Group of Projects includes several projects in the unincorporated portions of District Three and one project in the City of Bayou La Batre and one in the City of Mobile. This Group of Projects will be funded by $15,000,000 of Mobile County 1996 Pay As You Go Program Funds.

PROJECT DETAILS:
The remaining segment of this Report has itemized details of each road that is included in each project in the Program. Each road has a brief description of the work to be performed in that project. Each road in each project will be displayed on a map.

The cost estimate indicated in this segment includes the cost of construction, the engineering design and construction quality assurance fees, the preliminary and construction materials testing, Right of Way Acquisition, and Administrative cost for the Program.

This is a four-year Program. Therefore, the intent is to have the last of the 81 Projects in this Program started by October 2000.
